If you grew up in Manassas or have spent any time near the Sudley Road corridor, you know the Mathis Shopping Center. It's been a fixture in that part of the city for decades. But according to Inside NoVA, that's all about to change — and in a big way.

On Monday, April 21st, Manassas city officials presented a final master plan to the City Council for the redevelopment of the Mathis Shopping Center property. What's being proposed isn't just a facelift. It's a ground-up reimagining of 14.9 acres sitting between Mathis Avenue, Sudley Road, and Portner Avenue — right on the edge of downtown Manassas.

The City Already Owns It

This one is worth understanding from the jump: Manassas purchased this property in 2024 for $16 million. That means the city isn't waiting on a private developer to initiate this. They've already committed, and now they're setting the vision before bringing development partners to the table.

That's a meaningful distinction. It gives the city — and the community — real leverage in shaping what gets built here.

What's Planned

According to Inside NoVA, the master plan breaks the site into five development parcels with a range of potential uses: multifamily housing, senior living, retail, and office space. Structured parking is on the table to allow for higher-density development without sacrificing too much ground-level space.

But the two things that dominated the community feedback process were parks and affordable housing.

On the open space front, the plan calls for a linear park along the rear of the property — one that would back up against existing residential neighborhoods and eliminate the alley access that has been a headache for nearby townhome residents. A larger park is also proposed at the hard corner of Sudley Road and Portner Avenue. These aren't afterthoughts. City officials are framing the parks as the first phase out of the gate, providing a natural buffer between new construction and the neighborhoods that already exist there.

On housing, the conversation has centered on multifamily and townhomes — density that justifies the infrastructure investment and creates the opportunity to negotiate affordable units with future developers.

A Neighborhood, Not a Strip Mall

What caught my attention in the Inside NoVA coverage was the language Councilmember Tom Osina used. He said the goal is to create "livable spaces" — a real neighborhood with cohesion, not just a row of apartment buildings dropped onto a commercial lot. He specifically described the Mathis project as a potential catalyst for the broader Mathis Avenue and Centerville Road corridor.

That's a bigger statement than it might seem. If Manassas executes this well, it could have ripple effects on surrounding blocks that have been underinvested for years.

What About the Existing Tenants?

Current businesses at the shopping center aren't being displaced overnight. According to Inside NoVA, new leases are restricted, and existing lease terms are set to expire by December 2030. The city has also committed to helping tenants who may need to relocate as redevelopment progresses.
