I stood in front of a half-empty condo tower in Tysons three years ago with a frustrated buyer. Beautiful building. Metro access. Ground-floor retail that was supposed to create "urban vibrancy." Except the retail spaces had been vacant for eighteen months, the plaza felt like a wind tunnel, and the whole thing had the soul of an airport parking garage.

"This is what they meant by walkable?" she asked.
